What Is an HMO?
A home is generally an HMO if three or more tenants from more than one household share facilities. Licensing rules vary by area.
Mandatory Licensing
In England, large HMOs with five or more tenants from more than one household must be licensed.
Additional Licensing
Councils can license smaller HMOs in some or all of their area. Check the property's address with the council.
Selective Licensing
Some councils license other privately rented homes in chosen areas. This is separate from HMO licensing.
England and Wales Differ
The same rules do not apply everywhere, so we look at each property individually.
England
Mandatory licensing applies to large HMOs. Councils may add additional or selective schemes, so check locally.
Wales
Mandatory licensing covers HMOs of three or more storeys with five or more people. Rent Smart Wales also applies.
Planning
A licence is not planning permission. Check lawful use and any local Article 4 direction before you buy or convert.
